
Management redraws the future
A specialised scientific symposium at Diyala University presents an analytical approach to the relationship between effectiveness and sustainable development in Iraq
The Faculty of Basic Education at the University of Diyala – Computer Science Department organised a specialised scientific symposium entitled ‘The Effectiveness of Public Administration in Achieving Sustainable Development’, with the participation of a number of teachers and students.
The seminar, presented by Professor Dr. Jaafar Hassan Jassim Al-Taie and lecturer Dr. Aqil Thamer Jawad, aimed to analyse the conceptual framework of administrative effectiveness within the Iraqi context, explore the dialectical relationship between administration and sustainable development, and present a reformist vision based on an in-depth reading of the administrative reality in Iraq.
The seminar included a discussion of five themes. The first theme presented the reality of public administration in Iraq before 2003, and its distinctive organisational structures and administrative references. The second theme discussed public administration in Iraq after 2003, the transformations it underwent, the challenges it faced, and the restructuring of state functions. The third theme highlighted the reality of sustainable development in Iraq before 2003 and the limits of its ability to support national projects. The fourth theme addressed the reality of sustainable development in Iraq after 2003 and the evolution of its indicators in economic, social and environmental terms. The fifth theme highlighted the role of effective administration in achieving sustainable development and the impact of good governance in supporting national strategies.
The symposium recommended the need for radical reform and modernisation of public administration to enhance the independence of institutions and reduce unprofessional influences on government performance. It also recommended strengthening long-term strategic planning to ensure the development of a clear and balanced national vision, building human capacity and developing the administrative and technical skills of public sector employees, and deepening the link between administration and sustainable development to ensure long-term sustainability in Iraq. This symposium is directly aligned with Sustainable Development Goal 16 (Peace, Justice and Strong Institutions), given the link between effective governance and the building of efficient and accountable institutions. It also intersects with Goal 17 (Partnerships for the Goals) by calling for the integration of roles between government and academic institutions, and with Goal 4 (Quality Education) by promoting research awareness in the field of management and development.
The symposium concluded with extensive discussions that emphasized the importance of developing public administration as a fundamental gateway to achieving sustainable development in Iraq.
